I'm going to take a guess at this "secret project"......perhaps you and the MN Lottery are going to do a multi-state version of a game called "All or Nothing" that the Texas Lottery currently has? It's a game where you can win the top prize by matching 0 numbers or all 12 numbers drawn (out of 24).
